Choose the Type of Complaint You’d Like to Submit
The Law Enforcement Complaints Agency (LECA) is an arm’s-length civilian agency of Ontario’s Ministry of the Attorney General. It receives and oversees public complaints about the conduct of police officers in Ontario.
You can also make a complaint in person at any police station in Ontario. Staff will explain the complaint process and, where appropriate, discuss options for resolving your concerns locally through the LECA process. Learn more about LECA
Concerns about Hamilton Police Service policies or the services we provide can be submitted to the Inspectorate of Policing (IOP).

To make a complaint about a Special Constable’s conduct, visit any Hamilton Police station and speak with the on-duty Staff Sergeant, or complete the Special Constable Public Complaint Form.

If you’re unsure whether your complaint concerns an officer’s conduct or a police service or policy, you can submit it to either agency. Your complaint will be directed to the appropriate agency—you only need to submit it once.
